When you are on the deck, go take the stairs down on the other side of the rig and he is in one of the rooms. I know doroud is like a maze... i had difficulty finding him too. And be careful with them. There will be an attack from enemy boats after that and they may get shot. If you don't know it already, don't destroy the missile launchers until the hostages are safe.
