USA imports oil from all over the world and exports oil to some parts of the world! In some poor countries that dont have the technology to extract oil amereica offers thir own equipment and employ local enginiers and labour. This will not only provide jobs, decrease oil imports and increase domestic oil exports for the poor country but at the same time will increase USA oil imports.
Now imagine if all this was happning in USA it self, advantages - work oportunities( more oil ingeniers,managers, supervisers, line workers, electricians, plumbers and builders and at the same time this increase in demand for the equipmens means more production and again more labour required and new job vacancies), increase in domestic oil
production reduces imports of forigne oil, and excess oil production opens the oportunity to international export.
an open economy is made of = current accoun + capital account
current accoun = (imports + exports)
note: import in most cases is not good, export it usually is good.

An oil well isn't just a hole in the ground. There are hundreds of different jobs involved in the drilling and all the support industry. The casing that lines the hole has to be made, threaded, and often heat treated and this alone involves many different jobs. Then there are things like the drill bits, mud, fracturing, etc all of which employ lots of people.
On a secondary level, all this stuff has to be moved which means using trucks.
